HIT AND BUT NEVER MADE CONTACT WITH THE CAR?

so here the thing i got a letter in the mail stating that my vehicle has been put in the sheriff data base as a hit and run vehicle.here what happen. As i was pulling out of a neighborhood an on coming car that was speeding slammed on its breaks as he slammed on his break the front of his car hit the ground pretty hard and the front bumper got damage. Only thing was i didn't notice till i got half way down the road. First off the car was speeding.I got a letter in the mail saying its a hit and run. another thing is i remember as to when the accident happen. normally if its a hit and run and the officer has my information normally the sheriff would go to the property to pick up the person that was involved. but instead i received a letter that was made a week after the accident date. and i just received the letter yesterday.

also we just our insurance company so we had no insurance at this time what will happen?


so here my question if i never made contact with the vehicle is it still consider a hit and run. ?
whats the worst case scenario even if i never made contact with the car.?
and base on what ive told you what would most likely happen to me even if i cooperated and offer to pay for the damage ?
